I recently contacted the Bourbon County Clerk's office in regards to a lien release on a vehicle. Somehow I was directed the Richard Stipp Eads, the actual county clerk. He was so unbelievably rude to me I was shocked. He was no help at all and actually hung up on me. I usually have great experiences here, but I cannot believe this man in the county clerk.
