The owner needs to learn how to talk to people and quit interrupting his clients when they are speaking on the phone to office staff. When the client cancels their policy in writing and it is dated, common sense would tell you to cancel the policy from the date received and/or the date on the letter/email. It does not mean or give the office staff the right to then harrass the former client by calling and emailing them.
